Tangerang, Indonesia — September 2026 — DataOn concluded its participation at Indonesia Human Capital & Beyond Summit (IHCBS) 2026 by highlighting the next stage of digital HR transformation: moving beyond digitizing HR processes toward using workforce data and artificial intelligence (AI) to support better decisions.
Held on September 15–16, 2026 at NICE PIK 2, Tangerang, IHCBS 2026 brought together business and HR leaders, government representatives, academics, and technology providers under the theme “Harnessing Human-Centric AI and Digitalization to Unlock Next-Level Productivity.” The summit explored how organizations can turn advances in AI and digitalization into stronger human capabilities and measurable productivity while keeping people at the center of transformation.
Across the two-day summit, discussions pointed to a common challenge: adopting more technology alone does not guarantee meaningful transformation. Organizations also need to connect AI with reliable data, human capability, governance, and clear business outcomes.

This evolution was at the center of the session delivered by Gordon Enns, Founder and CEO of DataOn, titled “Building an AI-Powered Decision Engine: Transforming Employee Data into Predictive Insights.”
Gordon discussed how the workforce history already captured in HCM systems can provide an important foundation for more advanced decision support. Employee movements, payroll transactions, attendance, organizational structures, performance, recruitment, and learning information can provide richer context when they are consistently connected rather than analyzed in isolation.
For organizations, this creates an opportunity to evolve from using HR technology primarily as a system of record toward developing a system of decision. Instead of only documenting what has already happened, workforce information can increasingly help leaders understand why conditions are changing, anticipate what may happen next, and determine where attention or action may be needed.
But Gordon emphasized that advanced AI capabilities cannot compensate for an unreliable foundation.
“We need data and technology to achieve outcomes, and it has to happen in that order,” said Gordon Enns. “Predictions built on unreliable reporting will only produce conclusions that look convincing but have no solid foundation.”
The principle is particularly relevant as organizations look to introduce predictive capabilities into HR. A model assessing resignation risk, for example, may need context from tenure, overtime patterns, manager changes, internal applications, and previous compensation or position changes; without connected workforce history, even a sophisticated model may produce an incomplete picture.
Building Decision Support Step by Step
During his IHCBS session, Gordon outlined five levels of decision support that illustrate how organizations can progressively develop their analytical and AI capabilities: reporting, diagnostic, predictive, prescriptive, and agentic.
The progression begins with reliable reporting about what has happened. Diagnostic capabilities can then help organizations understand why results have changed, while predictive models identify what may happen next and prescriptive capabilities suggest potential actions based on available evidence and constraints.
At the agentic level, AI can retrieve information or perform authorized actions across systems while remaining subject to defined permissions, approval processes, and audit trails. Each level therefore depends on the data definitions, governance, and controls established before it.
This progression also helps distinguish generative AI from the broader analytical capabilities required for workforce decision-making. Language models can make findings easier to access and understand, while techniques such as classification, forecasting, and anomaly detection can provide the underlying analysis behind those answers.
The goal is not simply to add another AI interface to an existing HR platform. AI becomes more valuable when it can connect reliable workforce data with analytical methods, organizational context, appropriate access rights, and human oversight.

The conversations at IHCBS 2026 suggest that the next chapter of digital HR will not be defined by how many AI features an organization adopts. The greater opportunity lies in whether those capabilities help organizations understand what is changing, anticipate what may happen next, and make better decisions while maintaining transparency, appropriate authorization, and human accountability.
